During the first year of the presidency, McKinley� set in motion negotiations with Great Britain over the longstanding issues of the Canadian boundary with Alaska, Newfoundland fisheries, and fur seals�

With the situation worsening [in Cuba], the battleship Maine was sent to Havana as a sign that friendly relations between Washington and Madrid still existed. On 9 February newspapers in the United States printed a letter that Cubans had intercepted from the Spanish minister to the United States, Enrique Dupuy de L�me. It criticized McKinley and revealed that Spain was not negotiating in good faith. Six days later the Maine exploded in Havana harbor, killing 266 of its officers and crew. Sentiment for war mounted�
