Born in Charleston, SC, the son of the British customs collector, he went to school in England and was apprenticed to a Philadelphia merchant. During King William's War, he served on a British warship. He later became a merchant in Charleston, owning several ships and a substantial wharf.

His politics were decidedly radical and he was a leader of Charleston's Sons of Liberty. As a member of the Continental Congress in 1776, he was involved in the commissioning of theAlfred and the launching of a Continental navy.
