Congress forbids Americans from slavetrading in foreign ports

Description

Congress legislated against Americans selling off slaves procured in Africa at foreign ports, even while such sales were protected in the United States (until 1807). Enforcement difficult but Rhode Island's John Brown tried in 1796 for such trading (in Cuba).
